How we started
Shortly after their conversion to Christ, Javier and Martha Rodriguez felt called to promote goodwill and serve those in need within their local communities. In 1991, they began their first public ministry on the inner-city streets of MacArthur Park, an area lined with tents, makeshift shelters, and a community of individuals facing homelessness, addiction, mental health challenges, and systemic neglect.
Fueled by the compassion of Jesus Christ and a deep desire to reach those held captive in darkness, Works of Power was born. What began as a small act of obedience has grown into an international organization, transforming lives across the globe.

2004 – Works of Power was Incorporated
2006 – The Good Samaritan Scholarship was established in Los Angeles, California
2007 – Works of Power India Began
2009 – Skid Row, Los Angeles Outreach Began
2010 – Good Samaritan India was established
2011 – Tijuana, Mexico Ministry Began
2014 – Nepal Ministry Began
2017 – Relief team was sent to aid victims of Hurricane Maria in Puerto Rico
2018 – Nicaragua Ministry Opened
2019 – El Salvador Ministry Began
2020 – Financial aid was sent to WOP global partners in India, Nepal, Mexico, and Honduras due to the COVID-19 pandemic
2021 – Relief efforts were sent to victims of Hurricanes Ida and Iota in Honduras and Nicaragua
2022 – Good Samaritan Scholarship Nicaragua Began
2022 – Works of Power launched its first Medical Mission
2024 – Good Samaritan Scholarship Guatemala Began
2025 – Relief effort was conducted for Eaton Fire victims in Pasadena California

Javier Rodriguez

Javier Rodriguez is a pastor, missionary, entrepreneur, and veteran insurance executive with over 40 years of experience. The son of Central American immigrants who came to the U.S. in the 1950s, Javier began his career in insurance in 1979 with Northwestern Mutual. In 1984, he founded Rodriguez Insurance Services to serve the emerging Hispanic community, laterincorporating as RISCO Insurance Services, which merged with Inszone Insurance Services in 2022.
Now semi-retired, Javier continues to advise commercial clients and serves on the California FAIR Plan Governing Board. Throughout his career, he has contributed to state and national insurance policy, including testifying before the U.S. Congress on insurance accessibility and serving on the Rebuild Los Angeles Committee following the 1992 civil unrest.
In addition to his business accomplishments, Javier is the founder and president of Works of Power, a faith-based nonprofit organization serving communities across the U.S., Latin America, and Asia. Through this ministry, he has helped individuals reach their God-given potential by launching outreach programs, international missions, and community initiatives. He also established the Good Samaritan Scholarship Program, offering mentorship and educational support to underserved students across multiple continents.
Javier is a proud father of five and remains deeply committed to empowering others through faith, service, and leadership.

John Gutierrez

John Gutierrez is the Executive Director of SoCal Corporate Growth Partners (SCCGP), a Southern California-based nonprofit focused on empowering small and mid-size businesses through education, technical support, and strategic implementation. With over 30 years of experience in management and international real estate development, and more than 20 years in economic development, John has led initiatives that drive measurable impact, including overseeing the Pasadena MBDA CARES Act and Coronavirus Relief programs. Previously, he served as a Senior Business Consultant at the Pasadena and Los Angeles MBDA Business Centers, helping secure over $100 million each in capital and contracts for clients. John continues to provide tailored support in procurement, certification, and financial management, while also dedicating himself to Christian missionary and community service through Works of Power and local outreach programs.

Victor Chavez

Victor Chavez has over 35 years of experience in real estate, having closed more than 2,000 loans since obtaining his DRE license in 1986. He began his career at Great Western Real Estate and Bank, serving as both a sales agent and real estate appraiser, eventually moving into commercial appraising. In 1990, he transitioned to lending, earning Rookie of the Year and consistently receiving the Presidential Award, recognizing the top 5% of loan officers nationwide. From 1994 to 1999, he worked as an independent contractor, excelling as a top producer, trainer, and team leader. In 2000, Victor joined Metwest Mortgage, became a founding member of its commercial division, and later opened a top-performing independent branch in Whittier, CA. He was Metwest’s #1 producing agent in 2006 and 2007 and has mentored over 100 loan officers. He also served as Vice President of NAHREP Orange County and was the COO and founding partner of Investment Bankers Network Inc. Currently, he is the Chief Operating Officer of RGC Capital Inc., a commercial and private money lending firm in Bell Gardens, CA.

Deepak Kharel
Deepak Kharel is an ordained minister of the Gospel and a dedicated life coach. His pastoral leadership is deeply rooted in theological foundations, centered on Christ, and driven by a missional mindset. He currently resides in Nepal the land of the Himalayas with his wife and two beloved daughters.

Ravuri Jayaprakash
Jaya Prakash is from Andhra Pradesh and is married to Sathwika. They are blessed with twin daughters. He serves as the lead pastor of Calvary Gospel Church in Gundugolanu, Andhra Pradesh. In addition to his pastoral ministry, he is actively involved in teaching pastors and elders. He is also dedicated to working with children and young men, nurturing them to become faithful Christians and stewards for Christ.

Wil Gomez
Will Gomez is a dedicated minister with a passion for serving the most vulnerable and overlooked in society. A father of two, he seeks to reflect God’s love both at home and in his community. His life is a testament to the power of Christ-centered compassion, and he deeply believes in discipleship and restoration through genuine relationships and faith. Walking alongside others as they discover their purpose in God’s Kingdom brings him great joy.
